Puzzled of Epsom

An interesting lock has appeared on the gate to what I think is the Thames Water depot in East Street. Two of the steel pegs can be removed, while the other three seem to be fixed in.

As much of a puzzle as the ownership of this bit of critical national infrastructure (in the jargon of the people who work from COBRA) - which as far as I can make out is a consortium of Arabs and Chinese, topped up with doses of European and Canadian pension funds.
