Careful inspection will reveal that the stone block work right is supported by a concrete wall left. So you sit on the beach facing the sea, rather than the unsightly concrete. While if you are passing by on the road, all you get to see is the tasteful stone block work, not that far removed from a dry stone wall out in the wilds somewhere. I also associate to the rustication mentioned at reference 1.
It was not clear what was going on here. Which came first, the concrete or the stone? Was the stone adding a bit of weight to the concrete or was the concrete facing protecting the stone from the winter ravages of the sea?
My answer, for what it is worth, is that it was all built at much the same time, quite possibly not that long ago, quite possibly with the stone acting as the right hand shutter for the wet concrete. With the resulting dry concrete being strongly bonded to the stone. Lots of strength all round.
But, in any event, a fake in that it is not what it appears to be from either side.
